There is a common theme among health service managers, management consultants and management theorists that people are the most important resource in any organization. For some managers it is a phrase that, having returned from courses or conferences, they conveniently ignore. In a recent article, Castledine (2003) points out that organizations and institutions influence our lives in various ways. This is a view that is endorsed by Redbridge (2003).
